It has been shown that, when the angular velocity of pulsars decreases, the neutron vortices parallel to the axis of rotation move radially to the boundary between the nucleus and crust of the star. This will decrease the length of proton vortices in the star's nucleus, therefore the magnetic energy of these vortices must release at the boundary of the "npe"-phase. The total energy release is of the order of 5×1028 - 5×1031erg/s, and the energy release takes place mainly near the equatorial plane.
