A photometric and spectroscopic investigation of the newly detected Seyfert 2 galaxy ESO 428-G 14 is presented. The nuclear bulge exhibits an emission-line spectrum which cannot be explained as due to photoionization by hot stars. It is shown that it can be reproduced by a three-layered model ionized by a central nonthermal power-law source. An analysis of the integrated stellar spectrum indicates that a burst of star formation took place in the galaxy 5 x 10 to the 8th yr ago. The continuum, from ultraviolet to the far infrared, can be modeled by combining this stellar population with an older one, a power-law and a dust component.
