The possibility is considered that the observed 11-year torsional oscillations of the sun may be primary eigen-mode oscillations of the surface layers excited by convection. Estimates of both frequency and amplitude of the torsional wave are obtained. The magnetic manifestation of the solar cycle probably results from the modulation (by torsional oscillations) of the field generation process.
