A mechanism is proposed for generating the S-bursts of decameter radio waves on Jupiter. Nonequilibrium electrons in Io's magnetic flux tube would excite plasma waves near the electron gyrofrequency, and induced scattering by nonequilibrium ions would convert these to fast extraordinary-mode waves. Such a scheme can explain many distinctive properties of S-bursts: their dynamic spectrum (including the frequency splitting into bandlike emissions) and quasiperiodicity, the negative frequency drift at a constant rate, the high directivity of the radiation, and the correlation of the bursts with the phase of Io.
