The stability of degenerate envelopes of neutron stars which possess a strong magnetic field (≡1011 - 1012G) is considered. It is shown that at early stages of evolution thermomagnetic instability may develop in the envelopes. The characteristic timescale and the conditions necessary for such an instability to develop are determined. Estimates of the small-scale magnetic fields and of the velocity of hydrodynamical motions generated by the instability are performed. Small-scale motions are able to transport the heat efficiently and to change significantly the cooling rate of neutron stars. The coefficient of turbulent "thermal conductivity" is evaluated.
