Ion flows from the ionosphere into the magnetosphere have been measured with spacecraft at various altitudes. It is clear from these measurements that the ionosphere constitutes at times an important source of plasma to the magnetosphere, particularly during geomagnetic storms and substorms. However, it is unclear which processes act under different solar wind input conditions to extract ions into the magnetosphere. It has been suggested that outflowing ions must be energized at low altitudes to 10 eV in a few minutes, but another possibility is that the extraction process is actually a combination of processes that couple the ionospheric source to acceleration mechanisms at high altitudes. A fundamental question that needs to be answered then is how the low- and high-altitude mechanisms combine to extract ions from the ionosphere into the magnetosphere. We present simultaneous ionospheric and magnetospheric measurements from conjunctions of Incoherent scatter radars (Sondrestrom and EISCAT) and spacecraft for ISTP era storms used to identify how this coupling takes place. The combined measurements are designed to: (1) establish a library of ionospheric conditions that favor ion outflow events, (2) provide initial and boundary conditions to models of ion outflow and (3) test specific predictions of ion upflow models.
