Over the past decade, a significant controversy has arisen as to the role played by substorms in the development of the main phase of geomagnetic storms. One side argues that transient electric fields associated with substorms accelerate ions that subsequently form the storm time ring current. The other side argues that the storm time ring current is formed simply by adiabatic acceleration associated with the movement of plasma sheet ions in to radial distances commensurate with the position of that ring current. The problem lies in the fact that both the storm time ring current and substorms depend on the same source of energy, and any causal nature of the relationship is not readily apparent. In this paper, I shall outline some of the facts associated with this controversy and present recent findings on the matter discussed in the Chapman Conference on Storm-Substorm Relationship held in Lonovala, India in March 2001.
