Variability in the 151-MHz flux density of radio sources is investigated on time scales of 1 and 5 yrs using a sample of about 1050 sources with X(151) over 0.3 Jy. A strong correlation between variability and radio spectra properties is found. Variability is rare (0.5-1 percent) among steep spectrum sources except among those sources whose spectra turn over at about 400 MHz. Among these, 25 percent are variable on a time scale of 1 yr. An even higher proportion of the flat-spectrum population is variable, with up to 40 percent of the sources varying on time scales of 5 yrs or more. The variability the steep spectrum population is probably extrinsic in origin, being consistent with the predictions of refractive interstellar scintillation models.
