A dispersion relation is derived to describe the dynamics of nonaxisymmetric perturbations in the plane of a differentially rotating stellar disk having a nonuniform density and stellar velocity dispersion. An analysis is given of the dispersion laws for both Jeans (gravitational) and gradient nonaxisymmetric perturbations, and the limits of stability are established. A Toomre's stability criterion for a disk of stars is generalized to the case of arbitrary nonaxisymmetric disturbances. The constraints imposed on the disk by the generalized criterion are discussed in light of observational data on the galactic solar neighborhood.
