The spatial anisotropy of the emission of radio sources inevitably creates a selection effect, consideration of which makes it possible to explain cosmological tests without the hypothesis of the evolution of spatial density, linear sizes, and luminosity of radio sources. It is shown that the luminosity in the maximum of a radiation diagram at centimeter wavelengths can exceed by a factor of 100 the luminosity of the isotropic component. The spectrum of an isotropic component is close to normal and at meter wavelengths it can make the principal contribution to radio source emission.
