We have compiled a database of equatorial plasma bubbles (EPBs) observed by Defense Meteorological Satellite Program (DMSP) satellites in circular polar orbits at an altitude of 840 km. Our observations span the interval from 1989 to 1999, covering solar maximum to solar minimum and back to solar maximum conditions. The frequency of EPB detection depended strongly on the phase of the solar cycle. DMSP satellites encountered EPBs at frequency rates that were an order of magnitude larger during solar maximum than solar minimum years. The same seasonal dependence was observed throughout the solar cycle, with more EPBs seen during equinox months than near the solstices. In addition we found a dependence on the level of geomagnetic activity. Large EPBs occurred during the main phase of magnetic storms but were suppressed during the recovery phase. In quiet periods EPBs were detected more frequently during sharp declines in Dst, even when no magnetic storm followed.
