We present absorption line data for a large range of ionization species (i.e., C I, Mg I, Si II, C II, Fe II, Si IV, C IV, N V) toward about 500 lines of sight in the second and fourth quadrants of the galactic plane. We compare distance and direction of the target star and (1) column density of the absorption line components, (2) number of absorption components detected for each ionization species, and (3) ionization levels detected. Sources and concentrations of high state ions in the galactic plane are examined. The database of absorption line measurements for these two quadrants of the Galaxy is compared to predicted columns from models of cloud evaporation and supernova remnant evolution. Dynamics of the shocks suggested by the data are discussed.
