A description of the cosmic ray state of the heliosphere during solar minimum conditions is given. This solar minimum state is defined as the shape of particle spectra observed throughout the heliosphere during the 1977 and 1987 solar minima, mainly as observed by thePioneer andVoyager spacecraft. Model solutions of the Parker transport equation are compared with these observations, and the parameters needed for these model fits are discussed. This work forms part of an ongoing investigation at the Space Research Unit to understand the modulation of cosmic rays through numerical solutions of the transport equation.
