High-dispersion spectroscopic observations of IC 351=PK 159-15 deg 1, a compact high-excitation planetary nebula, which were made in 1988 and 1991, are reported. The H-alpha and O III forbidden lines obtained in 1988 are decomposed into two components. The resulting expansion velocities are 25.3 +/- 5.8 and 25.1 +/- 8.0 km/s for H-alpha and forbidden O II. The expansion velocity from H-alpha, forbidden O III, and He II lines are 45.1, 38.7, and 33.3 km/s, respectively. For the H-alpha line, an additional faint component was detected at a velocity of -120 km/s. Although the intensity of this apparently blueshifted component of H-alpha is estimated as 2.5 times the expected intensity of the coincident helium line, He 6560 A, it might be due to the helium line itself.
