It is shown that the Titan III is the ideal candidate for an expendable launch vehicle (ELV) to handle Space Shuttle traffic overflow in the late 1980s and the 1990s. Space transportation mission requirements are defined, candidate ELV's are examined, and the cost benefits provided by the Titan III are demonstrated. Recommendations for implementation are presented that will best solve the traffic overflow problem in a cost-effective way.
