The Boltzmann equation is used to examine the formation of the spectrum of charged particles during their acceleration in shear flows in the solar wind. A universal power spectrum is obtained whose exponent is completely determined by the character of the dependence of the time between scatterings upon particle momentum. It is shown that the acceleration process in the shear flows is a highly probable source of recurrent increases of the intensity of protons with energies up to 20 MeV.
