It is shown that with the quasi-static constraint ∂/∂t - ω∂/∂φ ≠ 0, there exist no retarded solutions to the inhomogeneous Maxwell's equations for which the electromagnetic fields are nonsingular at the light cylinder r = c/ω, unless at all points of this surface the densities of both electric charge and electric current are zero (ω is a constant angular frequency, c is the speed of light, t is time, and r and φ are the radius and the azimuthal angle in cylindrical coordinates).
