The effect of neutrinos with non-zero rest-mass on the clustering process in the early universe is discussed with emphasis on the stage of Jeans instability. The early universe is regarded as a two-component fluid, one of which is the neutrino gas, and the other of which is matter and radiation. It is suggested that the neutrinos will cause clustering of matter before the epoch of re-combination, and the resulting clustered mass will be in the range of the mass of clusters of galaxies. It is also suggested that a preferential clustering scale exists, corresponding to the earliest onset of Jeans instability, and if the rest-mass is below a certain value, there will be no effect.
