Scientific paper

The 11-year variation of background fluxes of low-energy interplanetary
protons has been studied over the 21st solar activity cycle. A
comparison with various characteristics of solar activity gives support
to a predominantly solar origin. The relative contributions of different
sources to the background fluxes have been discussed.
