This is the first of a series of three papers that presents a new method for constraining the intrinsic shapes of elliptical galaxies through their apparent shapes and kinematics. This paper presents a set of theoretical models for elliptical galaxy velocity fields that will be used in later papers for comparison against real galaxies. These models are constructed by solving the equation of continuity by separation in ellipsoidal coordinates. The necessary boundary condition is a function of one variable which essentially distills the information in the distribution function into only that necessary to determine the mean flow of the stellar 'fluid'. The models are therefore more general and much easier to calculate than the existing self-consistent models.
