In the first part of this study of planetary nebulae (PN) towards the galactic center we present the discovery of 24 new planetary nebulae found on the objective-prism spectra in three European Southern Observatory (ESO) fields. The observations of those objects are listed. The classification and the positions of known objects in this area are given.
