The Global Network of Astronomical Telescopes (GNAT) is developing as a resource for astronomers who require access to astronomical imagery obtained with small telescopes for a wide variety of research and educational needs. GNAT is in the process of acquiring membership, and has recently placed an order for the first telescope to operate in the network. A strategy for managing and operating GNAT has been under development for nearly a year now. In this presentation we will discuss that strategy and its implications for access to telescope time for future observational programs which are not feasible using the new generation of large telescopes. In addition, we will discuss the core science programs which will form a foundation of GNAT sponsored efforts. We plan to devote some time during this presentation to an open discussion of requirements, goals and strategies for archiving astronomical images to be obtained by GNAT.
