We present realistic simulations of NGST images of galaxies at redshifts z=1---15 using as input a systematic HST/WFPC2 imaging survey of 37 nearby galaxies in the mid-UV (F300W, λ cent=2930Å). At the near-IR wavelengths of NGST, these objects will be observed in their rest-frame far or mid-UV. This local comparison sample is used as benchmark to simulate what galaxies of a variety of types and star-forming properties at z=1--15 would look like to NGST. Any quantitative differences between real NGST images and these simulations can be used to measure evolutionary effects in galaxy properties. The following are our conclusions: 1) With the fiducial NGST/NIR and 1.0 hr exposure, galaxies of moderately high mid-UV surface brightness [average rest-frame SB(0.29 μ m) out to re brighter than 23.0\ mag arcsec-2 at z=0] are generally detectable out to z=15, although their morphology and SB distribution can generally only be recognized to z<=7--10. 2) Lower SB extensions [average rest-frame SB(0.29 μ m)>= 23.0 mag arcsec-2] are generally not visible beyond z=5--7. 3) Regions of very high SB or SFR and AGN [average SB(0.29 μ m)<<23.0 mag arcsec-2] are generally easily visible to z=10--15. 4) Objects with high spatial frequency structure are generally recognizable as such to z=5--7, beyond which the increasing theta-z relation and SB-dimming, as well as the poorer NGST resolution at longer wavelengths results in a significant loss of sensitivity. 5) High surface brightness mid-UV structures are visible to z=12--15 in very long NGST integrations (>> 10 hrs), if NGST is built to meet its Goals. If built to the Requirements, such objects are only visible to z<= 9--12. If NGST is built to midway between its Goals and Requirements (i.e., the nominal telescope), then such objects are visible to z~=12, but only recognizable to z~=7--10.
