The equilibrium state of the interstellar medium is ascertained and its stability is tested against the onset of Rayleigh-Taylor instability using a diffusion-type equation for the cosmic rays, allowing for slow motions of the medium. The instability is found to be of threshold character, with the cosmic rays stabilizing the system if the diffusion coefficient D = 0 and destabilizing it if D is finite. The maximum instability growth rate will depend on the parameter D/uh, where h is the equilibrium scale height and u is the rms velocity of disordered gas motion.
