We have begun a high-resolution, high-sensitivity survey of the Galactic Plane at radio and X-ray wavelengths. Using the Very Large Array in its B-, C-, and D-configurations, we have constructed an image of the region 19o < l < 32o with 5'' resolution and a sensitivity of 1 mJy; an image of the same region at 90cm has also been obtained. Comparison of the radio maps with the MSX mid-infrared survey has revealed hundreds of HII regions and more than twenty new supernova remnant candidates. X-ray observations of the same region using the XMM-Newton Observatory have also begun; more than 4 deg2 has been covered to date with the detection of over 100 X-ray sources. Multiwavelength images will be presented and the prospects for constructing from these data a complete census of massive star formation and demise will be discussed.
