The restrictions governing the energy interval of the power-law distribution function for the relativistic electrons formed in a plasma turbulent reactor (Tsytovich and Chukhachev, 1969) from the Cerenkov effect and ionization losses are determined. A determination is also made of the curvature signs in the distortions of the distribution function at low energies. The possibility of interpreting features in the radiation spectra of cosmic radio sources in the decameter wavelength range is considered. It is assumed that Langmuir turbulence is maintained in the reactor at a constant level by a source of sufficient power.
