The evolution of a model protosatellite swarm around a growing primeval planet is investigated. Equations are obtained to describe how the swarm surface density will be redistributed as material is accreted from the planet's feeding zone. Preliminary calculations indicate that the model can explain the origin of satellite systems comprising roughly between 10 to the -5th and 10 to the -4th the mass of the planet.
