An hydrodynamical model for turbulence formation in a diffuse interstellar medium (ISM) is developed. Turbulence generation takes place due to interaction of hydrodynamical modes with an ensemble of shocks and due to nonlinear effects of spectral energy transfer. Fluctuation spectra for ISM parameters are derived and are shown to be fitted by power-law functions in various wave-number domains.
