We consider the formation of spectral disturbances of cosmic microwave background (CMB) radiation at the epoch of helium recombination at redshifts z ~ 2700 and z ~ 6000 with special emphasis on the decimeter-wavelength range. It is shown that, depending on the set of cosmological parameters, the amplitude of the disturbances of the Planck CMB spectrum, delta T/TCMB, due to the He III and He II recombinations at decimeter wavelengths can reach 10^-6 and 3 x 10^-7, respectively.
