The design, cost effectiveness, potential applications and funding of a large ground-based reflecting telescope to be limited only by the quality of atmospheric seeing, able to operate in the infrared and useful for interferometry are discussed. Possible approaches to the design of a giant telescope mirror ensuring minimum weight, structural support requirements and shelter size and structural reliability as well as high resolution and accuracy are considered, and the design characteristics of the proposed Texas 7-meter, Multiple Telescope-2, California 10-meter, Arecibo bowl, Next Generation Telescope, Soviet 3T-25 and European Southern Observatory 16 4-meter reflector array and digital design projects are outlined. Motivations for the construction of large-aperture telescopes are considered, and the advantages of ground-based telescopes and the Space Telescope and the Shuttle Infrared Telescope Facility are compared. Potential projects for a giant reflector are indicated, including studies of asteroids, stellar and galactic evolution, and cosmology, and practical aspects of building such an apparatus are considered.
