The origin of neutron-component fluctuations with periods ranging from 10 min to 10 hr, observed during the passage of interplanetary shock waves, is examined. An analysis of the energy-dependence of the pulsation amplitude during magnetically disturbed periods indicates that the structure of Forbush decreases of galactic cosmic rays is produced by modulation of the cosmic ray gas by a packet of interacting hydromagnetic waves of various scales.
