A review of European activities in the field is presented, as well as an analysis of the significance of IR astronomy and of the advantages of balloon-borne telescopes. A list of the telescopes being used and their main characteristics is included. The goals are explained for each particular subject, including investigation of the solar system, formation and evolution of stars, structure of galaxies, and evolution of the universe.
