A model for the envelopes of the nuclei of active galaxies and quasars is discussed. It presupposes that (1) clouds of gas are accelerated by relativistic-electron pressure in the region where the continuous spectrum is formed (at distance r = 10 to the 16th to 10 to the 17th cm from the center); and (2) as they travel outward the gas clouds expand because of their own radiation pressure and are retarded by the resistive force of the intercloud gas. Profiles of the Balmer lines are calculated from this model and are compared with observed line profiles.
