We analyze a sample of planetary nebulae in the bulge to judge the validity of the Shklovsky method for distance determination. Based on a similar study, Stasinska et al. (1991) find that the method gives acceptable results. We conclude the opposite: the agreement of the Shklovsky distances with the actual distance to the bulge is poor, and cannot be explained by observational uncertainties; the errors are systematic rather than random. The difference is mainly caused by our use of radio diameters in preference to optical values. The implications for the mass distribution of planetary nebulae are discussed.
