By means of weak scattering theory and model-fitting method, single station IPS observation can be used to measure solar wind velocity. The effect of solar wind parameters and radio source angle scale on the IPS spectrum as well as the integration effect of solar wind velocity are discussed. It is showed that the feature of IPS spectrum correlate directly with the solar wind velocity in the closest point to the sun on the line of sight.
