FGS CHARACTERIZATION The primary goal of this proposal is to calibrate
the plate scale in the central region of the astrometer FGS. This is a
modification of STAT SV proposal AST-SV-04 and uses and asterism
observed by the ESA astrometry satellite HIPPARCOS especially for this
purpose.
