The field-to-particle derivation of a photon in a medium begun in an earlier paper is here extended to the case where the wavelength is short compared with variations in the electromagnetic properties of the medium. The equation of motion so obtained is exact within the context of general relativity for arbitrary media. The linear approximation is derived, and the double quasar 0957 + 561 is discussed.
