It is noted that momentum transfer in collisions of interstellar clouds leads to effects similar to the effect of viscosity in the 'gas of clouds.' The angular momentum transfer in a rotating disk consisting of gas clouds is calculated based on the assumption that the clouds move in the given gravitational field of the stellar disk. It is determined that the characteristic time of redistribution of the angular momentum in the case of a spiral galaxy with a mass of 10 to the 11th solar masses is on the order of 10 to the 9th years. During this time, appreciable amounts of gas and angular momentum are shown to be carried far beyond the boundary of the stellar disk.
