The problem of formation of the second generation hot neutrino-gaseous "pancakes" is analyzed. These "pancakes" can evolve later into gravitationally bounded hot neutrino-gaseous clouds - "fantomes" of clusters. The temperature, mass and other parameters of "fantomes" are close to those of clusters of galaxies but "fantomes" do not (or nearly do not) contain ordinary galaxies. It is suggested that "fantomes" can be found in the X-ray surveys or by temperature fluctuations of relic radiation.
