A statistical approach is taken to analyze the number of known astronomical phenomena, the number which can be explained by known physical processes, the number that will ultimately be discovered, and the possibility that some are large-scale projects directed by extraterrestrial intelligence (ETI). Astronomical data lead to event or object characterizations on the bases of the radiation observed by the instrument, the wavelength or energy of the radiation, the angular, spectral, and temporal resolution of the instrument, and the polarization sensitivity. This six-vector space can then be used to label each event numerically. Examples are cited of changes that have been made in the solar system's features, e.g., deep space probes, artificial satellites, and telecommunications signals, demonstrating how the cosmic signals emitted by a cosmic object can be changed, yet still retain characteristics definable at a distance as natural phenomena. It is suggested that if the total number of observed cosmic phenomena exceed a level of a few hundred, then some of the phenomena will be indicative of the work of ETI.
