I argue that the recently discovered relationship between gamma-ray burst pulse lags and luminosity (Norris, Marani, Bonnell, ApJ 534, 248) can be interpreted kinematically, i.e. it is due to variation among bursts of the line-of-sight velocity of the emitting material. In particular, this interpretation predicts a break in the lag-luminosity relationship. If the supernova 1998bw/GRB980425 event defines this break, then this allows one to establish key burst parameters, i.e. the maximum Lorentz factor ~ 1000 and the jet opening angle ~ 1 degree. This reduces the energy necessary to xsgenerate cosmological gamma-ray bursts by ~ 10-4.
