A sufficient condition is established for dynamical instability of model galaxies. The test requires the linear response of the model to an imposed perturbation of the potential, whose functional form may be freely chosen. Unless the trial function has special symmetries, the test is applicable only to systems whose equilibrium distribution function is independent of the sign of the velocities; nevertheless, the test is applicable to a large class of models for elliptical galaxies.
