We provide an overview of the SOFIA development and operations program with a focus on the science objectives of the facility. Expected instrument sensitivities will enable the observatory detect most of the sources listed in the IRAS point source catalog. The current suite of science instrument are likely mine the anomolous sources detected by IRAS.
