We propose to make sensitive observations of the interstellar abundance of oxygen in ten scattered sightlines through the local ISM. The initial observations in this program toward several stars in Orion have found no evidence of density-dependent depletion from the gas-phase for oxygen. The derived total oxygen abundance toward the Orion stars is consistent with stellar and nebular determinations in Orion at a level that is one-half the solar value. It is possible that the O/H abundance ratio is lower in Orion compared to the Sun because the local Milky Way has suffered a recent infall of metal-poor material. Our proposed observations will establish a firm baseline oxygen abundance and scatter with which to further test this hypothesis.
