The effect of scattering of radio emission on interstellar plasma inhomogeneities, as well as that of diffractive and refractive interstellar scintillations, on the mean and mean squared amplitude of the response of a ratio interferometer is considered. Expressions for the mean squared amplitude of an interferometer response in the cases of weak and strong scintillations are derived. This quantity is shown to be equal to the squared amplitude of the initial visibility function for weak scintillations, independent of source size, ad for strong scintillations, for sufficiently compact sources. Observational data on the scattering ad scintillation parameters that affect the interferometer response is presented.
