A universal expression of stellar-image motion spectrum for the collimated wave propagating through atmospheric turbulence is developed in which the effect of turbulent outer-scale is taken into account. The analytical formula for a homogeneous path is given. Calculation shows that the theoretical results agree well with the experiments. The bandwidth required for a measurement system of stellar-image motion and the measurement error resulting in a limited bandwidth are discussed. It is concluded that for angle-of-arrival seeing measurements, standard video frame rates are acceptable provided the sampling period is 10 seconds or more in homogeneous path. But a wider frequency response is indispensable in stellar seeing monitors.
