The structure functions of the long-term flux variation in PSR 2217+47 at decimeter wavelengths are analysed and interpreted in terms of refractive interstellar scintillation. It is shown that the RISS theory can explain the observed structure functions well if the power-law spectrum of electron density inhomogeneities in the interstellar medium has an index β = 4. It is pointed out that in order to study the low-frequency variations and intraday variability observed in compact extragalactic radio sources, combined measurements on pulsars and extragalactic radio sources in the same directions are required.
