A theory of very high-energy gamma-ray generation in fast rotating radio pulsars with strong surface magnetic fields is developed. Acceleration of charged particles takes place on the Alfven surface in the vicinity of the light cylinder. Gamma-rays are generated by inverse Compton scattering of relativistic electrons on X-rays emitted by the pulsar. The theory describes both the form of the observed spectrum and the absolute fluxes of very high-energy gamma-rays from PSR 0531 + 21, 0833 - 45 and 1509 - 58. Lower limits to the fluxes of the gamma-rays are estimated for some other pulsars.
