A direct projection-type method is used to determine the probability distribution density (PDD) for the orbital elements and absolute brightness H10 for the system of 81 short-period comets observed during not less than two apparitions. The PDD for the first and last appearances is obtained. It is shown that densities of orbital elements during the interval under consideration remain virtually unchanged, and that the change of the PDD with respect to H10 is indisputable. The attenuation of the comets' brightness amounts, on the average, to 0.3 m per revolution and 0.5 m per year.
