A procedure is laid out for improving the orbits of earth satellites from optical observations with imprecise times. It is proposed that the orbital elements can be improved by the method of least squares from conditional equations free from time errors; the erroneous times of satellite observations can be corrected from other equations. The rms errors are calculated for the orbital parameters while their lower limits are calculated for the observation times. A numerical example is given to illustrate the method.
